The surface of the housing is scratched and cloudy and does not project very well. We think we should be able to replace the lamp, but guidance we’ve received from a local repair shop is that the bulb replacement will not be sufficient. They suggested either a headlight replacement ($400+) or sanding of the surface of the light ($125). Is it a difficult project? Is that something I could do at home?

any auto rubbing compound will work really good on that one,it will help buff off the old dullness and restore the clear look to them, they you can use car wax on them to help them keep their shine, you,ll have to do this about every 2-3 months though to keep them looking good ,other wise they will turn dull again,i do my car about once every 2 months, good luck.
